Our research team has an account, and we started a Group to invite these researchers. I assume that once they are part of that Group, they can create folders for the various paper projects they are working on, and that all of the references are available to everyone in the Group. So:
1) All references in all folders in the Group available to everyone in Group
2) All members of a Group have ability to create folders accessible by everyone else in Group
